APPEAL OF HEARING DECISIONS OF THE REDEVELOPMENT AGENCY OF THE CITY OF SANTA CLARA MUST BE MADE TO THE SUPERIOR COURT WITHIN 90 CALENDAR DAYS OF FINAL ACTION. BECAUSE OF THE AGENDA PROVISION FOR RECONSIDERATION, FINAL ACTION IS DEEMED TO OCCUR AT THE END OF THE NEXT REGULAR MEETING. (CODE OF CIVIL PROCEDURE SECTION 1094.6)

A. Possible Reconsideration of Actions Taken at Immediately Preceding Meeting. (See the Summary of Actions which is attached to the posted Agenda and is in the Agenda Packet Binder in the Council Chambers.)
5. NEW BUSINESS:
A. Council, Redevelopment Agency and Sports and Open Space Authority Joint Study Session on the City's Proposed Five Year Financial Plan for 2007-08 through 2011-12 and the proposed Capital Improvement Project Budget for Fiscal Year 2006-2007.
B. Adoption of a Resolution finding benefit to the Redevelopment Project Areas from the use of the Agency's Affordable Housing Fund and approving the Owner Participation Agreement with Santa Clara Lumber, LLC regarding the provision of two Below Market Priced units within a 19‑unit townhouse development project at 1490 Lincoln Street.
C. Adoption of a Resolution finding benefit to the Redevelopment Project Areas from the use of the Agency's Affordable Housing Fund and approving the Affordable Housing Loan Agreement with Dorcich-Vidovich II G.P. to create six below market rate apartment units at 3951 Stevens Creek Boulevard and approval of a $162,600 transfer of appropriations.
