MINUTES OF THE CITY OF SANTA CLARA HOUSING AUTHORITY OF
THE CITY OF SANTA CLARA FOR MEETING
HELD ON TUESDAY EVENING, JUNE 11, 2013

 

 

     The City of Santa Clara Housing Authority of the City of Santa Clara met at 5:30 pm, on the above mentioned date, for a Closed Session in the Council Conference Room for a Conference with Legal Counsel-Anticipated Litigation pursuant to Government Code Section 54956.9(a); Potential initiation of litigation:  1 potential case (Housing Authority Counsel – 06/07/13).

 

 

 

     The Housing Authority then met at 9:06 pm for the regular scheduled meeting in the City Hall Council Chambers.

 

 

 

     Present:  Housing Authority Commissioners Debi Davis, Lisa M. Gillmor, Patricia M. Mahan, Jerry Marsalli and Teresa O’Neill and Vice-Chairperson Patrick Kolstad. Absent: Chairperson Jamie L. Matthews (excused).

 

 

 

     MOTION was made by Mahan, seconded and unanimously carried (Matthews absent), that the Housing Authority excuse Chairperson Matthews from attendance at this evening’s meeting.

 

 

 

     MOTION was made by Davis, seconded and unanimously carried (Matthews absent), that the Minutes for the meeting of May 7, 2013 be adopted as written.

 

 

 

     MOTION was made by Davis, seconded and carried (Matthews absent), that the Minutes for the meeting of May 14, 2013 be adopted as written.

 

 

 

     Earlier in the evening, as a Special Order of Business, the Vice-Mayor/Vice-Chairperson opened a Joint Public Hearing of City Council (Council), City Council acting as the Governing Board of the Successor Agency for the former Redevelopment Agency of the City of Santa Clara (Successor Agency), Santa Clara Stadium Authority (Stadium Authority), Sports and Open Space Authority (SOSA), Housing Authority Annual Budget for Fiscal Year 2013-14. The Vice-Mayor/Vice-Chairperson opened the joint public hearing. The City Manager/Executive Director introduced the item and the Director of Finance/Auditor/Director of Finance for SOSA/Treasurer then made an electronic presentation, which summarized the total annual budget. Overall, the Fiscal Year 2013-14 budget is balanced with key drivers including, revenue growth from recessionary levels, rising pension costs, wind down of unpaid furloughs and the State of California redevelopment dissolution process. With no public input, MOTION was made by Marsalli, seconded and unanimously carried (Matthews absent), that the Council/Successor Agency/Stadium Authority/SOSA/Housing Authority close the public hearing.

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that, per the Director of Finance/Auditor/Director of Finance for SOSA/Treasurer’s memo (06/04/13), the Council approve the City of Santa Clara Proposed Fiscal Year 2013-14 total budget of $640,853,287, including the Operating Budget of $563,722,028, the General Fund Budget of $151,903,467 and Capital Improvement Project (CIP) Budget of $77,131,259 (including adjustments as noted in the 2013-14 Summary of Changes to Proposed Budget).

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that the Sports and Open Space Authority approve the Sports and Open Space Authority (SOSA) Proposed 2013-14 total budget of $4,589,697, including the SOSA Proposed CIP Budget of $50,000.

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that the Successor Agency approve the Successor Agency to the Redevelopment Agency of the City of Santa Clara Proposed 2013-14 total budget of $23,161,919.

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that the Housing Authority approve the Housing Authority Proposed 2013-14 total budget of $318,114; expenditures are limited only to support administrative loan monitoring costs.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that the Housing Authority adopt Resolution No. 13-1 (HA) entitled, “A RESOLUTION OF THE CITY OF SANTA CLARA HOUSING AUTHORITY DETERMINING THAT THE PLANNING AND ADMINISTRATIVE EXPENSES TO BE FUNDED IN FISCAL YEAR 2013-14 BY THE LOW AND MODERATE INCOME HOUSING FUND ARE NECESSARY FOR THE PRODUCTION, IMPROVEMENT AND/OR PRESERVATION OF AFFORDABLE HOUSING FOR LOW AND MODERATE INCOME HOUSEHOLDS” which determines that the planning and administrative expenses to be funded in Fiscal Year 2013-14 by the Low and Moderate Income Housing Fund are necessary for the production, improvement or preservation of affordable housing for low and moderate income housing.

 

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that the Council approve the 2014-15 through 2018-19 City of Santa Clara Five Year Financial Plan (the Five Year Financial Plan will be updated based on the adopted 2013-14 budgets and included as part of the adopted Operating and Capital Improvement Project budget documents).

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that the Council defer the disposition of $19,766.56 from the Give A Little...Help A Lot community donation campaign.

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that the Council approve the use of $78,800 for police activities and programs from the Asset Seizure Trust Fund as requested by the Chief of Police.

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that the Council adopt Resolution No. 13-8042 entitled, “A RESOLUTION OF THE CITY OF SANTA CLARA, CALIFORNIA, ADOPTING THE ‘CITY OF SANTA CLARA MUNICIPAL FEE SCHEDULE 2013-14’ WHICH IMPOSES NEW FEES, AMENDS EXISTING FEES AND RETAINS UNCHANGED FEES FOR VARIOUS CITY DEPARTMENTS” which adopts the Fiscal Year 2013-14 Municipal Fee Schedule, which imposes new fees, amends existing fees and retains unchanged fees for various City departments.

 

 

 

     MOTION was made by Gillmor, seconded and unanimously carried (Matthews absent), that the Council adopt Resolution No. 13-8043 entitled, “A RESOLUTION OF THE CITY OF SANTA CLARA, CALIFORNIA, ESTABLISHING FISCAL YEAR 2013-14 APPROPRIATIONS LIMIT PURSUANT TO ARTICLE XIIIB OF THE CALIFORNIA STATE CONSTITUTION AS IMPLEMENTED BY TITLE 1, DIVISION 9 (ENTITLED ‘EXPENDITURE LIMITATIONS’ – SECTION 7900 ET SEQ.) OF THE CALIFORNIA GOVERNMENT CODE” which establishes the Fiscal Year 2013-14 Appropriations Limit of $327,531,346 as computed by the Finance Department.

 

 

 

     The Housing Authority Counsel reported that earlier in the evening, the Housing Authority met for a Closed Session in the Council Conference Room for a Conference with Legal Counsel-Anticipated Litigation pursuant to Government Code Section 54956.9(a); Potential initiation of litigation:  1 potential case and that there was no reportable action.

 

 


 

 

     MOTION was made by Davis, seconded and unanimously carried (Matthews absent), that, there being no further business, the meeting was adjourned at 9:07 pm to Tuesday evening, June 25, 2013 at 7:00 pm for the regular scheduled meeting in the City Hall Council Chambers.
