A.                 IMPASSE HEARING:  Staff report regarding the Impasse Hearing for the International Brotherhood of Electrical Workers (IBEW Local 1245); Professional Engineers; Employees’ Association and the American Federation of State, County and Municipal Employees (AFSCME Local 101) and recommendation to proceed with the hearing.

 

B.                Staff report explaining impasse and last, best and final offer concepts:  adoption of the guidelines for conducting impasse proceedings arising from an impasse (stalemate in negotiations) in the employee negotiation process and which proceedings may result in the unilateral implementation of a last, best and final offer.

 

C.                Informational staff report regarding the respective last, best and final proposals from the City and the four respective bargaining units that are at impasse with the City.

This portion of the meeting is reserved for persons desiring to address the Council on any matter not on the agenda.  The law does not permit Council action on, or extended discussion of, any item not on the agenda except under special circumstances.  The Council, or its staff, may briefly respond to statements made or questions posed and may request the City Manager to report back at a subsequent meeting.  Please submit to the City Clerk your name and subject matter on forms available by the door in the Council Chambers.
